Sometimes the program is implemented from up above but till it reaches at the base level staff the effectiveness and cleverness decreases drastically. Hence it is important also to see how the supervisors are carrying out their duty of communication and support to its subordinates. Hence perceived supervisor competence is a factor to be considered. There has to be some inducing shown to people for being a party to safety culture. The title may be self explanatory but the question might arise that why is it necessary.
